A landmark hybrid project
A strategic project developed by Voltalia
Building on its presence in Uzbekistan and the development of its first solar project in Sarimay (currently under construction), Voltalia is now launching Artemisya — a large-scale hybrid renewable energy project located in the Bukhara region.
The full project scope combines three complementary technologies: 126 MW of solar power, 300 MW of wind power and 100 MW / 200 MWh of battery energy storage (BESS).
Designed to meet the country's growing electricity needs, Artemisya will deliver stable and low-carbon energy while helping to balance supply and demand throughout the day.
The cluster will generate enough electricity to power around 2.5 million inhabitants and avoid the emission of 598,000 tonnes of CO₂ annually.
A project to be built in phases
The construction of the Artemisya project will be carried out in several phases, allowing for a progressive and efficient deployment.
The first phase of the project includes 100 MW of wind power and 100 MW / 200 MWh of battery storage (BESS)
Voltalia has already signed two Investment Agreements with the Government of Uzbekistan for this initial phase, laying the foundation for the hybrid cluster.
This stage will deliver dispatchable renewable electricity and contribute to grid stability, especially during peak demand periods.
Future phases will complete the full project scope: deployment of an additional 200 MW of wind capacity and installation of 126 MW of solar power.
These components are currently being structured and will be subject to future agreements.
This phased approach allows for better integration into the national grid and alignment with the country’s energy priorities.
A strong and ongoing partnership with Uzbek Authorities
The Artemisya project is the result of a close collaboration between Voltalia and the Government of Uzbekistan, initiated in 2022 and reinforced during the 2023 state visit of Presidents Shavkat Mirziyoyev and Emmanuel Macron.
The signing of the initial PPA in March 2025 with JSC Uzenergosotish, along with the two Investment Agreements for Phase 1, demonstrates the strength of the partnership and the shared ambition to accelerate the country’s energy transition.

With Sarimay — its first solar project—in construction, and Artemisya underway, Voltalia is establishing itself as a key partner in Uzbekistan’s renewable energy development.
These projects contribute directly to the country’s national targets: 8 GW of installed renewable capacity by 2026 and 12 GW by 2030
